The Cross Border Directive allows qualifying public patients to access healthcare in another EU or EEA country when the same type of treatment is available through the public health system in Ireland.
You normally pay the hospital in Poland directly and then submit the required documents to the HSE to apply for a refund. The amount reimbursed is based on the cost of equivalent public treatment in Ireland and cannot exceed the amount you paid abroad.
Eligibility and the final reimbursement amount are decided by the HSE. Before arranging surgery, it is important to confirm that you meet the scheme requirements and that the treatment and medical referral are suitable for a Cross Border Directive application.
For inpatient or day case treatment, you can apply to the HSE for prior notification before travelling to Poland.
